@Dennis, in this case the cellar would have been the worst place to be. When flooding is an issue you need to go up, not down.

OMG, what heartbreaking story. My mother is 91 so I know how stubborn they can be. It took a little coaxing to get her out of her freezing cold house after last year’s October snowstorm. She thought she’d be fine.
