GUILDHALL, Vt. (AP) - A 22-year-old East Concord man is facing charges he put a lit marijuana pipe to a toddler's mouth.
State police and officials from the Vermont Department of Children and Families began their investigation after they were given a video recording of the alleged incident.
Police say that in the video the 2-year-old is seen inhaling from the lit pipe held by Jonathan Fuller.
The child is then seen coughing while Fuller appears to be smiling and laughing.
Police say investigators found witnesses who said the pipe was packed with marijuana.
Fuller allegedly acknowledged he held the marijuana pipe to the mouth of the child. But Fuller told police the child had never really inhaled before.
Fuller is due in court next month.
