Q&A: Should I buy additional insurance policies by mail?

Q: I have health care coverage, but I get offers in the mail for accidental death and dismemberment policies and for additional hospital coverage, which would pay regardless of whether my regular insurance paid. Are they useful? —Betsy Lyman, Boyertown, PA

A: These so-called fixed-benefit indemnity plans aren’t necessary if you have adequate health insurance and are no substitute for it.

In general, the plans are not as good a deal as regular health insurance, usually paying out 60 percent or less of the total premiums they collect. (By contrast, health plans must pay out at least 80 percent of premiums for health care expenses or else refund the difference to their customers.)

If you want to cover unreimbursed expenses, consider putting whatever you would have paid for the indemnity plan into a savings account.

How to read the new sunscreen labels

New sunscreen requirements from the Food and Drug Administration may make it easier for you to understand what you’re buying. Before you shop for sunscreen, understand the terms you might find on packages and check our new sunscreen Ratings.

Broad spectrum. Sunscreen makers can make this claim only if the product has passed a new “critical wavelength” test for protection against ultraviolet A (UVA) and ultraviolet B (UVB) radiation, both of which can cause skin cancer. That’s different from the SPF number, which reflects only how well a sunscreen wards off UVB radiation. Several sunscreens in our Ratings did not measure up to their claimed SPF.

Water resistant. Labels will specify that a product is water resistant and whether it protects for 40 minutes or 80 minutes of swimming and sweating. Labels can no longer use the claims “waterproof,” “sweatproof,” or “sunblock.”

SPF 50+. A final determination hasn’t yet been made, but super-high SPF could be a thing of the past. The FDA says it doesn’t have enough data to prove that sunscreens with an SPF above 50 provide additional protection.

Warning. Labels on sunscreens with an SPF of 15 and higher that have also passed the broad-spectrum test can state that the product reduces the risk of skin cancer and early skin aging when used as directed with other protective measures, such as clothing and limiting time in the sun. Sunscreens with an SPF of 2 to 14 and those with an SPF above 15 without a broad-spectrum claim can only say that they protect against sunburn.

Don’t let mechanically tenderized beef ruin your Memorial Day

Some of hungry partygoers at your Memorial Day gathering this weekend might be crying out, Where’s the beef!?! But from a food-safety perspective, a more salient question is, How well done is the beef?

That’s because some steaks and other cuts of beef you cook might have been mechanically tenderized, or bladed, a process that can drive bacteria such as the deadly E. coli O157:H7 from the surface of the meat into its center, where they are harder to kill. And that can increase the risk of illness if your steak is not cooked until it is well done. (As you can see in the video above, mechanically tenderized beef is run through a machine that punctures them with blades or needles.)

You can’t tell just by looking at a piece of meat whether it’s been mechanically tenderized, and producers are not required to label beef as such. Meijer and Whole Foods claim that they don’t sell any mechanically tenderized beef. Costco says that except for its filets and flank steaks, it mechanically tenderizes all of its beef. (The warehouse club is one of the few retailers to voluntarily disclose on beef packaging whether the meat has been “blade tenderized.” Click to see a larger version of the label.) Asking retailers whether the beef you’re buying has been mechanically tenderized can at least help raise awareness of customer concerns and increase pressure for mandatory disclosure on labels.

To reduce the risk of illness, cook mechanically tenderized beef to a minimum internal temperature of 160° F just like a hamburger, rather than to the 145° F (medium-rare) that the USDA recommends for steak that hasn’t been run through a tenderizing machine. And to be safe, use a meat thermometer inserted into the center of the steak to determine doneness. (Read our important food-safety advice for cooking turkey (click on “What you can do”).

New Kenmore dishwasher wields motorized spray arm

Mere weeks after Kenmore unseated Bosch from the top of our dishwasher Ratings, the brand has rung the bell anew with a new model in the number-one slot. But the Kenmore Elite 12793, $1,350, has an additional claim to fame: an industry-first motorized spray arm. We decided to see how it worked, using an action camcorder mounted inside the dishwasher while it ran.

With the new feature, called 360° PowerWash Plus, the model’s interior looks like that of other such models we’ve recently tested, including the formerly top-ranked Kenmore Elite 12783, $1,200. The larger of its two spray arms is unique, however, in that it’s turned by a motorized gear; the smaller one, as with traditional models, is powered by water pressure. Sears says the slower turning of the motorized arm means longer water coverage and more consistent cleaning. An added benefit claimed—what inspired our in-the-flow video coverage—is that the lower spray arm, on which are mounted the arms actually delivering the water, can reverse direction if blocked by, say, a utensil that has fallen through the racks to the bottom.

To put the claim to the test, we removed the dishwasher’s racks and mounted a GoPro Hero2 action camcorder, equipped with a WiFi accessory and independent lighting, inside the dishwasher. The camcorder shot HD footage, at 1,920- by 1,080-dpi resolution, of the dishwasher as it operated through its cycle without racks, as shown in the video above. We also show how the Kenmore Elite 12793 with the motorized arm handled an obstruction of the spray arm’s rotation—compared with the similar Kenmore Elite 12783, which has only pressure-driven sprays. Neither washed as well in this limited test, but the Kenmore Elite 12793 seemed less affected by the obstruction.

As a washer, the Kenmore Elite 12793 scored comparably to the Kenmore Elite 12783, with top-notch yet quiet washing paired with stellar energy and water efficiency. It’s feature-rich, lacking only time-remaining display, but there’s an additional treat the Kenmore Elite 12783 lacks: the helpful ability to raise or lower the upper rack using only one hand. All other dishwashers we’ve tested with an adjustable upper rack require two hands to change position.

With the memory of Sandy still fresh in many people’s minds, the National Oceanic and Atmospheric Administration is forecasting an active or extremely active hurricane season for 2013. We could see 13 to 20 named storms, including 3 to 6 major hurricanes with winds of 111 miles per hour or higher. Here are six ways to weather the season.

Get a generator. Power loss is one of the most widespread problems during a hurricane, according to a Consumer Reports Hurricane Sandy Survey of our subscribers living in Connecticut, New Jersey, and New York. You’re better off with a stationary generator than a portable one, since you won’t have to worry about scrambling for gasoline. We recommend two stationary models, the Kohler 8.5 RES-QS7, $3,200, and the Generac CorePower 5837, $1,800, which we named a CR Best Buy. See our generator buying guide for more details, including recommendations of portable models.

Buy a chain saw. These can let you whizz through fallen branches in minutes, rather than hours. Based on our chain saw tests, gas-powered models tend to cut fastest and begin at about $100. But their two-stroke engines require regular maintenance and a ready supply of mixed gas and oil. Electric saws cost as little as $50 and are easier to start and maintain. But plug-ins require a generator when the power’s out–and cordless bettery models offer limited run time between charges. Either way, following the key safety steps in our buying guide will help you avoid being among the tens of thousands injured by saws each year.

Pack a storm preparedness kit. Federal authorities recommend a basic kit that last three days. Tailor yours to your family’s needs. Based on the experiences of our survey respondents, phone-company service is more likely to work during a power outage–critical if you have an urgent need for a working landline, such as tending to a sick family member. Keep a corded phone handy, since cordless phones could become useless during a blackout. As for your cell phone, remember to charge it up before a storm, and consider buying an extra battery.

Create a car checklist. Rule number one is that you should never drive in a storm. Ever. But there are things to do before the bad weather hits, so that you’ll be mobile after the storm passes. That includes filling the gas tank, installing new windshield wipers, checking the tire pressure, parking on elevated ground, and keeping a phone charger in the glove compartment. 4 noise-canceling headsets to help you mute the cicadas

If you live somewhere between North Carolina and Connecticut, you’ve no doubt been bombarded with information about the Great Cicada Invasion of 2013 (a.k.a. Swarmageddon). Depending on the source, 30 billion to 1 trillion bugs are participating in a once-every-17-years mass emergence. And while they present no imminent danger, these bugs make quite a racket—up to 94 decibels, according to a Huffington Post article.

If you’re looking for a way to muffle the buzz, consider picking up some new headphones. Models with active noise-canceling technology use electronic circuitry to eliminate or at least reduce unwanted noise; when we test noise-canceling headphones, one thing we consider is how well the headphone reduces ambient noise when the noise-cancelation feature is activated.

Also, any headphones that fit tightly over your ears or inside the ear canal will block some noise by creating a seal (called “passive” noise reduction). And over-the-ear and insert-style earphones tend to block more noise than do on-ear and earbud-style headphones.

Among noise-canceling headphones, one top scorer in noise reduction is the CR-recommended Sony MDR-NC500D ($400). These home/studio-style, closed, over-the-ear phones will block some external sound as well as limit the sound that makes its way outside from the headphones. They even come with a carrying case—handy if you’re making a foray into nature, where more cicadas may be found.

If the Sonys are a little pricey for you, the JVC HA-NCX78 ear-insert headphones also have excellent noise reduction, and they’re just $40. But note that we did find they produced a sense of pressure in the opening that might be uncomfortable for some wearers.

Our top-rated headphones, Beats by Dre Beats Executive, run around $100 less than the Sony MDR-NC500D and have excellent sound quality&dash;but they aren’t quite as good at noise reduction. But of course, they look cool (and we’ve determoind they are worth the money). Not that the cicadas care.

Finally, if you just can’t stand wires, we tested one set of Bluetooth earbuds, the Phiaton PS210 BTNC (shown at right). They deliver very good overall sound with a neutral character, though active noise reduction was only fair. You get five pairs of earpieces of various types and sizes in the package; they’ll run you around $130.

Teaching teen drivers at Street Survival school

On a recent Saturday, over 30 teenage drivers (most accompanied by their parents) made their way to Consumer Reports Auto Test Center in rural Connecticut for an experience that could one day save their lives.

These teens were enrolled in Tire Rack Street Survival School put on by BMW CCA Connecticut Valley Chapter and hosted by Consumer Reports. This event gave these new drivers a “hands-on” driving experience that will stay with them forever. As a member of the instruction team, I knew that these teenagers were going to learn various driving skills during the day, from emergency braking to swerving around a potentially deadly road hazard. These events are held throughout the entire country, and can be hosted at a place as simple as a shopping center parking lot. All you need is a car and an eager teen who’s ready to learn skills behind the wheel that most will never get the opportunity to do.

After a quick drivers meeting and a car tech inspection to make sure their vehicles were safe for the track, the students were paired up with an instructor. I had the opportunity to meet many of the students, and at first I was surprised to notice that the teens weren’t as rowdy or rebellious as we normally generalize the typical teen to be. They were well behaved and obedient, as if they were about to enter the DMV for their final driving exam. But I could sense some nervous energy in some of them. At first this surprised me, but as the day went on I had began to realize something: So much emphasis has been put into teaching these new drivers all the dangers of the road and what not to do behind the wheel, many had lost the excitement most feel when they finally have the chance to get behind the wheel on their own.

However, as the nerves subsided and the students settled into the rhythm of the exercises we had prepared for them, I saw the enthusiasm come alive as they heard their tires squeal for the first time. They were learning something new and were having fun at the same time. The students were finally being taught what to do, rather than what not to do.

We saw the students enjoying themselves as they realized that there was much more to being a better, safer, more aware driver than scare-tactic videos and rides on a crash-simulating sled. All the teens I had worked with that day know that drinking and driving is deadly and that you should never text behind the wheel. It has been beaten into their head throughout most of their youth. This program built on that in a way they could relate to. Ultimately, programs like Street Survival will make roadways safer one driver at a time.

Magellan SmartGPS navigator may be too smart for its own good

Magellan has just introduced its latest connected device to the world of portable navigation with their new SmartGPS, and we’re already well into testing this creative new device in our lab and on the road. So far, we’re impressed with the features and variety of updated information SmartGPS can deliver. But we’re not crazy about how this info is displayed and how awkward it can be to access.

The connectivity comes from either a Wi-Fi connection when one is available, or by pairing with your smart phone via Bluetooth and tapping into your data plan.

The SmartGPS makes the most of its connected capabilities, but it packs so much info into its five-inch screen that it can be distracting. Constantly changing graphics point out area restaurants, gas stations, and more. Other selections available include weather information, traffic updates, parking availability and rates with Best Parking, and Yelp and Foursquare reviews and suggestions for stops along the way. (The user reviews within the device can be updated by plugging the device into your home computer.)

At an inch or so square, each mini display takes up a fair piece of screen real estate, and you can be looking at up to four of them at once while underway. Tapping an icon for a given business can even bring up a virtual discount coupon, which again is nice, but distracting and all but illegible at speed.

A virtual thumbwheel does give you the option of moving the small displays out of view, allowing for a larger map view. That helps with usability, but buttons and fonts are still smaller than we’d like, and even basic functions like entering an address or choosing a recent destination can be a bit hard to find. We’re also not big fans of moving the virtual thumbwheel back and forth whenever we want to access more information, especially as the navigator can often be mounted a fair distance from the driver.

And speaking of the screen, another drawback with the SmartGPS is that it’s a rather large device, at 6.3-inches wide and 3.6-inches tall. But the image size is much smaller at 4.3-inches wide by 2.6-inches tall, meaning that there’s a half-inch border above and below the map, and about one inch to either side. The big dimensions may be needed to allow for hardware to support all its capabilities, but so much blank screen just blocks your view of the road and adds to distraction. Plus, the wide framing makes it look like an old device.

More conventional GPS features include lane guidance, lifetime map updates, speed warnings, and landmark navigation (which helps you find turns using easily recognizable landmarks, like gas stations, hotels, and other buildings).

SmartGPS is available now with retail price of $250, and it has a lot going for it. Maybe that’s the problem. Maybe it offers more information than really is smart to have on the road, at least for the driver.

Memorial Day weekend is an American invention. Just like corndogs. And what is more patriotic than a full-sized pickup? New at our track is one of the top contenders–a four-wheel-drive Ram 1500 “Big Horn” crew cab model. We already think it’s tons of fun.

Of course, it’s not light and lively sports car fun. (It weighs almost 5,500 lbs.!) But it packs a wallop of an engine. Ours has the 295-hp, 5.7-liter V8 that gets to breathe through a cool-looking and sweet-sounding dual exhaust system. However, the big deal for the new model year is a new eight-speed automatic. We’re hoping that these extra gears improve the big beast’s fuel economy; the last Hemi-powered Ram we tested delivered a measly (but competitive) 14 mpg overall.

What sets the Ram apart from other trucks is the coil-spring rear suspension. It did wonders for improving ride comfort from our last model, transforming it from delivering a washboard-rough ride to being one of the more civilized pickup trucks, without a lively rear axle.

Another essential option we got was the 10-way power-adjustable driver’s seat. You want to be able to see over the enormous Ram hood, but the non-powered seats might make you feel like you’re sitting too low. And visibility isn’t just an issue looking forward; a rearview camera is also another option we’d get. Unfortunately, we skipped this item, which would have been invaluable when backing up this gargantuan vehicle.

Our truck came in at a hefty $42,810, with 20-inch wheels, heated front seats and steering wheel, and Uconnect with a 8.4-inch touch screen. That infotainment system includes Bluetooth pairing, hands-free calling, and voice text reply. We think Chrysler’s Uconnect is among the better touch-screen systems, as it does a good job helping the driver navigate the various audio and climate functions. On-screen icons are large, clearly labeled, and use large fonts.

The truck’s bed already shows slight scratches, as our many homeowners here have put the Ram to work hauling stuff.

Check back as we put more miles on this truck and celebrate an all-American machine. (Well, sorta. The engine is built in Mexico and the transmission is from Germany. But its final assembly is Michigan, so simmer down.) And we’ll be testing more trucks soon, including the upcoming Chevrolet Silverado.

Two good sunscreens for kids and pregnant women

Of the sunscreens in our new Ratings, two may be better choices for children and pregnant women. One is a Coppertone lotion, the other an Equate sunscreen sold in Walmart. Here’s why they make good options.

They are lotions, not sprays. Our experts recommend that you avoid using spray sunscreens on children, at least until the Food and Drug Administration completes an ongoing study of the risks of inhaling spray sunscreens.

They don’t contain nanoparticles. The sunscreen ingredients titanium dioxide and zinc oxide can contain nanoparticles, which have been linked to reproductive and developmental effects in animal studies.

They lack retinol or retinyl palmitate. Those ingredients, also known as retinoids, are chemically similar to ingredients found in certain oral acne medications, which may be associated with birth defects. So as a precaution, pregnant women might want to choose a sunscreen without the ingredients.

Beverly Schaefer, R.Ph, co-owner of Katterman’s Pharmacy in Seattle says that vaccines are well tolerated and safe to administer in a pharmacy setting. “We have patients wait 10 or 20 minutes in a private or semi-private area to check for initial reactions, which can include bleeding, lightheadedness, and fainting,” says Schaefer who adds that the pharmacist can tend to minor reactions that occur.

Several insurance companies cover pharmacy immunizations, but it’s wise to make sure that yours is one of them. Also double-check that your pharmacist will file the claim for you.

Finally, ask your pharmacist to forward information about your vaccinations to your doctor’s office so that it can be added to your medical record.

We spoke with Lieutenant J. Paul Vance from the Connecticut State Police for some tips on how you can report an incident before it becomes a tragedy.

If you see someone driving recklessly–whether it be from texting, drunk or drowsy driving, being overly aggressive, or otherwise careless driving–report it by calling 911. But only call if you feel it’s a dangerous situation. Remember, the 911 system is intended to render urgent assistance in true emergencies. “911 should not be used for simple motor vehicle violations. The driving behavior must be a danger to the public and place people in harm’s way,” says Vance.

If you do call 911, pull over and tell them your location, description of the driver and their direction of travel. Don’t attempt to follow the car, nor shoot a cell-phone picture, as these actions may magnify the potential roadway dangers. In fact, because you have identified this driver as a threat, be sure to exercise caution and maintain a safe distance from their vehicle.

The license plate number, state of origin, vehicle make, model, and color are also helpful for police to find the offender. Vance notes that by calling 911, you are a witness if a case ever were to come to trial. Before any action can be taken, a witness or police need to observe a violation.

Cell phone use, and in particular texting while driving, has contributed to a national driving-while-distracted epidemic, with over 3,000 people killed and over 387,000 injured each year. Safety experts and government officials caution that the number is likely under reported.

Remember, no text or call is worth a life. Pull over or wait until you are safely at your destination to communicate. If you must stay connected while in motion, use hands-free technologies, such as speaker phone or Bluetooth connectivity, or task a passenger with this duty.
